The 2021 Surface Transportation Reauthorization Act would establish new base funding of $ 303.5 billion for Department of Transportation programs to support highways, roads and bridges.

The bill comes after the pre-authorization for surface transportation programs expires in 2020 and Congress has given the green light for a one-year extension that will expire at the end of September.

“I am proud to join my colleagues in crafting a bipartisan bill that invests in our country’s transportation infrastructure at a historic high level and in so doing helps create jobs, reduce our carbon emissions and to expand opportunities for the American people, ”Carper said in a statement.

“From the start of this process, I have expressed my desire to work together across the aisle to develop a bipartisan solution to address our country’s infrastructure challenges. Our bill unveiled this evening accomplishes that. Not only will this comprehensive bipartisan legislation help us rebuild and repair the US land transportation system, it will also help us build new transportation infrastructure, ”Capito said of the bill.

“These essential investments will help create economic opportunities today and for future generations,” added Capito.

The bill’s introduction and markup comes as Democrats, along with the White House, negotiate with Republicans over a larger infrastructure package. So far, the talks have not resulted in a breakthrough.

That figure still seemed too high for the GOP, with a Capito spokesperson calling it “well above the range of what Congress can push through with bipartisan support.”

“There are still big differences between the White House and Senate Republicans when it comes to defining infrastructure, the size of proposed spending and how to pay it,” said Kelley Moore, spokesperson for Capito.

The infrastructure package highlighted already significant partisan divisions in the Senate, with progressives saying the White House should push through its original package without GOP support, while centrists like Sen. Carper suggested on Saturday that the surface freight bill was a step towards adopting Biden’s package.

“We must re-authorize the Surface Transportation Bill before its current authorization expires in September: it is a vital basis for the US plan for the employment of President Biden.” I look forward to continuing to work to transform our country’s infrastructure and equip our economy for the future, ”he said.
